Open WinRAR and use the wizard. You'll need to input the size in bytes (4GB = 4294967296 bytes). Of course, WinRAR will compress your file, so you'll probably get 2 x 4GB files and 1 x <2GB file. Depending on your compression settings (and the type of file involved), you may only end up with 2 files (1 x 4GB and 1 x <4GB).

With File Splitter you can specify a custom size for the file. You can specify file sizes of 4GB and it will creat three files for you. Two 4GB files and one 2GB file. Then it creates and .exe file for when you are ready to recombine the three pieces.
You might give it a try. It's very easy to use and it's free.
