Type gpedit.msc in the 'run' box then under 'Computer configuration' click the plus sign next to 'Administrative Templates, then click the plus sign next to 'Network' then click on the 'QoS Packet Schedular' folder. In the right hand pane double click 'Limit reservable Bandwidth' and put a dot next to 'Enabled' then in the 'Banwidth Limit' it should say 20%, this is the default setting so you need to enter 0 and click apply. Then see if things improve.
