SP2 Limiting IP's I Can Connect To?

I noticed that ever since I installed SP2 my filesharing program "Ares" has started to act funny. Not downloading off of as many people and not even letting people upload sometimes. Not funny at all because my speed is all messed up now! Then a friened told me SP2 limits the amount of IP's that can connect to me. This true? Would this patch below resolve my problem?

ServicePack 2 does two things:
(1)-- turns on the XP firewall by default, so you need to either open the port that your filesharing program is using, or you need to turn the XP firewall off completely (if you have another firewall - always have one firewall on your system!).

(2)-- SP2 limits the number of attempts at creating a connection (= limits the "half-open" connections). The solution involves changing the tcpip.sys file to a different version.

There are plenty of guides on the web to help you with both. The Microsoft site is a good place to start looking :)

(1) My firewall is off. So I know it's not that.

(2) So SP2 is limiting the number of connections I can make. Well thats GREAT! Is there anyway I can raise this or make it unlimited? I don't feel like being chained down. :( I looked everywhere at microsoft.com and only found this | http://support.microsoft.com/default.aspx?scid=kb;en-us;884020 | but it dont do jack. Anyone know a good solution to this?
