Sound card help!!!!!

I have a 3 year old Dell Deminsion 4100 with windows XP on it. I have a Santa Cruz sound card that came with the computer and Altec Lansing Speakers with a sub. The sound is becoming distorted and sometimes it goes completely scratchy. But then later its works again and continues that cycle.
Does this mean the sound card has blown out or stopped working?
Do I need to get a new sound card?
What kind of sound card should I get.

If I have to get a new sound card then I want a GOOD one. I want to be able to have surround sound.........Dolby Digital/THX capable.

I've checked the wiring and I think they are all plugged in correctly. Migth be wrong though which would probly cause teh problem....I'll double check.

Have you checked for updated drivers for the card? You may have recently installed some program that is interferring. Try system restore to when it worked?

Have you installed any new hardware? Like per stated, reinstall the drivers for the card. Also try another set of speakers if you can.
