Sound Card Fails After Reboot

Everytime I reboot my PC the sound card and USB both fail. If I do a shut down they will both funtion on the next power up. The sound and USB were sharing the same IRQ. I have now forced the Bios to assign them thier own IRQ. USB is on IRQ11 and the sound is on IRQ4. IRQ4 used to be for the COM port but I have disabled all the COM ports and the LPT port to make sure that there are plenty of open IRQ's.

The Sound Card is a Creative ES1371, ES1373

The sound card only fails after choosing the restart option within Windows. A shut down and power up the sound works fine. HELP!!!
