try the custom xp install bootdisk from
http://www.bootdisk.com/
after downloading xpboot.exe extract it to a floppy by double clicking it, then after its ready put it in the floppy drive of the pc
you want to install xp on, follow the on screen instructions. after changing to your cd-rom drive letter, type: cd\i386
press enter
then at i386 type winnt.exe and press enter.
or download madbootdisk image and use it
it is easier, from what i've read here.

Have you tried a different floppy? Usually the only time I get those errors when making a bootdisk is when there is something wrong with the floppy disk itself. That might also be your problem with the XP Setup disks. Try using some new disks, it may solve your problem.
