Some programs won't run.

When I double click some programs to run them, the hour glass comes up indicating the system is working, then the hour glass disappears, and the program has not been executed. The programs I know have been effective are: Norton Anti-Virus, the install file for Spybot Search and Destroy, my power settings program: "Toshiba Power Saver", and Spysweeper. Any help will be greatly appreciated!!

You try uninstalling these programs and reinstalling these programs to see if they still do it?

See how they react in Windows Safe-Mode. If they are OK then do this- How to Perform a Clean Boot in Windows XP After settings changes, restart into normal windows.
