what piece of software can i use to force remove some software, also what is the best parental control software

Best would maybe be norton's product (and a few others) that tracked each file and registry entry. When you want to remove software you used the application.
Second best might be a system restore point or even reload software from the CD/DVD's.
Child protection would have to include a number of things.
Top name products from Symantec and others have features to help.
Some routers allow firewalling and other features to include time and site and keyword.
I'd start with a host file and be sure you use best practices. Make a limited user for each membere of the family. Use admin only for admin, not general use.

You will even have to talk to your kids each month most likely about dangers and your family values.

And DON'T put their user accounts in the Admin Group.
