I've got the same problem you will find if you google for "Software Distribution Service 2.0". It disables Outlook Express. I do a System Restore past the 15th of april, where SDS 2.0 appears first with the restore times in System Restore, and email is normal until SDS 2.0 appears again. the google search showed a forum here last spring. did anyone figure it out? Or did SDS 2.0 just go away?

Software distribution services consists of files distributed to your machine through Windows Update. MS instituted this change in June 2005.

SDS are distributed and will continue to be distributed to your machine on a monthly cycle (traditionally second tuesday of the month). The only way to stop it is turn off Automatic Update through the Control Panel (not wise).

See Tufenuf's Response Number 1 in the thread at the link below. That update is also causing the problem you're having with Outlook.
BTW it doesn't look like M$ will fix it any soon. They are too busy with the hospitality affairs of the visiting of CHina's Lenovo chairman who handed over $1.2 billion for XP in China.
