Slow-motion drag/ menu pop-up delay

I have a Compaq Preasrio Computer, pretty new and there are two faults i do not like which do not occur on my also new DELL Pc. These faults are, when I use the mouse to highlight different icons, not on the desktop, just on the folders, like my computer, etc, it seems to go in slow motion, the box frmed by this "highlighting" moves very slowly, where as on my Dell pc, it goes at a normal speed, like an instant motion. The second fault is that when i click on start, all programs, there seems to be a delay for the menu to pop, up, the same thing happens to the sup-folders in the all programs as well. These faults are very annoying, and it doesnt seem that it should happen. I have a 60 Gig hard drive, and it isnt cluttered, not much is used. I was wondering if someone could help me on fixing these faults? Thanks for your time.

Try this:

START\RUN type regedit

HKEY Current User

click the plus sign beside Control Panel

now click the Desktop Panel folder(not the plus sign)

Double left click MENU SHOW DELAY and change the setting from 400 to 0.

Try defraging the hard drive with disk defragmenter in system tools. Registry First Aid by Rose City Software is also a very good program. Also, there may be alot of unneccessary programs running at startup. Use PC Forrest's Startman to manage the programs that are not needed to be running all the time. I use all of these programs and my computer runs smooth and fast all the time.
