slow reaction to commands

My computer seems to be awful slow to react to my commands.in an attempt to speed it up, I have done the following:
1 Run Disc cleanup.
2 Gone in to "Windows Prefetch" and cleaned it out.
3 gone into C;Documents and settings/Recent, and cleaned it out.
4 Run "System Mechanics"and had it clean up the registry and all unneeded files.
5 Reduced the start up files to a bare minimum.
I found one folder in windows that was entitled "Temporaty" it has over 2,000 files in it. can I delete these files with out a problem. I was told that temp files were not needed.90% of the files in the folder are ms log files ex.(ms1490d9.log)
Any other suggestions to help speed up my computer will be appreciated.

Delete all temp files. You can also delete any hot fix/patch/etc uninstall folders in your Windows directory.

Have you run a defrag?
