slow network connection

After installing XP (2nd time to cleanly install and have this problem), my network connection becomes so slow. I can browse other computers on my network fine, but browsing the net is slower that s***. I am behind one comupter that is sharing my cable modem (ICS under 2k). It's like I will install XP and all is well, but after a few updates and application installations, my browsing service becomes so damned slow.
It's really pissing me off now. Any ideas. About to go back to 2k, I guess (though I don't really want to).
