slow dial-up connection

hi everybody, i have a triple boot system with windows 95 OSR 2, windows 98 SE and windows XP SP2 i connect to the internet using a dial-up connection i find the performance of the dial-up connection in win 95/98 to be superior to the same on win xp i am using tiny personal firewall on win 95 kerio on win 98 i have tried different firewalls on xp also with only the builtin windows firewall i am also using the correct drivers for my modem however my dial-up connection in xp remains very slow, with simple pages like google taking ages to load i would like some suggestions to improve this situation in fact i am keeping win 95 because the boot time is very small and the internet connection is stable if i can get xp to perform well i may even remove 95 and 98
every linux distro I've tried will also pickup this modem also but, you would need an ISP that doesn't require that you use there software, like copper.net

thanks for the response, buying a new modem or getting dsl are not options i tried the M$ link but my case does not match any of the situations mentioned also i do not feel it is a driver and/or ISP problem because the performance in win 9x is okay
