Slow computer/Bad HD?

Originally, my machine had Win ME. I noticed that it started to have extremely long boot times (10 min+). I also noticed that when you asked it to load a program, that it took a long time to boot. Once the program was in RAM, you could call it again in no time. I decided it was time for an upgrade so I completely wiped ME off the HD and then installed XP. XP still takes over 10 minutes to boot. Also, I noticed that the HD light is always on even after it is done booting. Now, I have a dual boot machine with Linux on a separate HD. That works fine. It boots quickly, it doesn't seem to access its HD much at all. I am wondering if my windows HD is going bad.
