Some of the things to consider in SLOW BOOT time soon after a new assemby of a Windows PC are:

What motherboard (EXACT Make and Model)you are using along with the P4 2.8 GHz processor?

What Type and Speed RAM module (s) you have on that borad?

What Make and Model)HDD have you installed?

Are there any drivers of devices you don't use loaded by default?

Do you have an Antivirus Program configured to scan BIOS and Boot Files?

Your bios may be set wrong. For example, you may have set a HDD pre-delay so it waits for a certain time to make sure all HDD are detected.

Go into the BIOS setup and see if there is a fast boot or fast POST setting that you can set. You may have long boot because the POST is checking all your memory???

Rule #1 Good computers don't go down.
Rule #2 There is no such thing as a good computer.

Check your BIOS version #.
Intel has a new BIOS to flash Iflash BIOS Update P2[BF86510A.86A.0075.P24.IB.EXE] (827KB);
ver#->P24 3/17/2005
It also has updated drivers.

Intel® Desktop Board D865GVHZ  Downloads
Hope this helps:-)

I had forwarded the above problem to Intel Technical Support, please find their reply for the same.

QUOTE
The situation could be caused by an error logged in the BIOS.
To correct it, refresh the BIOS settings.
Enter the BIOS Setup Utility by pressing the [F2] key when the system is
booting.
Restore the system defaults. This is done by pressing the [F9] key in the BIOS
setup program.
Set "Reset Config Data" to "Yes."Â This is found under "Advanced" then "Boot
Configuration."
Clear "Event Log," which can be found under "Advanced" and "Event Log
Configuration."
Save the changes and Exit the BIOS Setup Utility by pressing the [F10] key.

If this does not resolve the issue, then try stripping system down to just
processor and one stick of memory, if slow boot problem s disappears then try
adding devices one at a time until problem reappears, to identify which device
is causing the slow boot.
UNQUOTE

As they instructed I stripped the system except Processor and One RAM then started the system by connecting the devices one-by-one and found the problems starts when the Hard Disk is connected.

I tried by changing the IDE cable, changing the position to middle connector… but no difference. At last I changed the Jumper settings to Cable Select instead of Master……… Owoo…………… there was the problem.

Now, my doubt is…….. why so?

Anyway thank you all for your great support.

I too am interested to know why CS for that WDG HDD ? Did you have any other device connected to the Primary IDE Controller where the HDD was previously a Master? If so was that device set using CS Jumper setting or Slave?

No, primary IDE has only HDD and the jumper was set to be Master.

Secondery IDE has my DVD and its setting is also Master.

Still i don't know the reason for slow booting when HDD jumper set to Master..

Thank you for your help.
