Shutting down error mess.

I've been seeing this error msg lately from all pc. Does anyone know what it may be? I've google it but didn't find what i was looking for.

See if cmd.exe is showing in the running Processes list in Task Manager, before you restart.
To find out what it is, you can do Start, then RUN, then type cmd
Windows allows only a certain amount of time for any running Processes to close, when you do a Restart or Shutdown. If a Process does not close during that time, the you will get the "End Program" message.
EDIT -- Also cmd.exe shows up on the 'Applications' tab in Task Manager as 'Command Prompt'

Yes, cmd.exe shows up in task manager. I end the cmd.exe process in task manager and did a restart and same issue. Any suggestions? thanks-
