shutdown script just stopped working

I created a batch file and saved it in c:\Windows\system32. The file contained this script "shutdown -f -s". I tested it on my pc and it worked, so I made it a scheduled task to run daily at 10:00pm to shutdown all of my users pc's. Its been a few weeks now and slowly the task just stopped running on almost all of the computers. I turned all of the computers on and when I came in the next day many of them where still on. Does anyone have any suggestions? I actully tried to schedule the Windows shutdown file in the system32 folder as a task by adding -f -s to the back of the shutdown.exe in advanced options. It worked but I dont know if it will do the same thing as the last script I tried.
