I could speculate as to what would cure your shutdown issue. I would try the relavant fixes here.

Try removing CD Creator(?)by Roxio. It is uncompatible with XP. It seemed to clear up logging off problems for me.

When switching off, try the 'hibernate' option instead. Not only will it offer you the prompt to manually switch off but it also retains all your settings as well, so -when you next power up, things will be just the same as they were previously.
Works every time.

GS.
