Ok,
I have a ton of songs on my computer, they're all sorted into different folders, (rock, Classic rock, Pop, ect.) I want to create shortcuts to all of them so I have a full list in, "My Music" but I don't want every song to say, "Short Cut to..." is there anyway to do a mass delete of just the, "Shortcut To" part?
Hope that made sense.

Install Tweak and configure it to not preceed shortcuts with "Shortcut To."

I'm not to good with NT command prompt, but it would seem that something along the lines of:
Rename C:\Documents and Settings\...\My Music\Shortcut to *.* *.*
would do the trick for shortcuts that you've already created.
Of course this may cause a few hiccups if you have songs such as Shortcut To Extinction, which would currently look like Shortcut to Shortcut To Extinction :)
I'm sure someone here can cleanup my feeble attempt above into something more useable, but you get the idea.
