shortcuts on locked down desktop

I need to place a few program short cuts on a locked down user profile. I can install the programs on the admin profile, but I cant get the shortcuts to come up on the locked down account.

By "locked down" do you mean a limited account?
Did you install the programs while logged in as administrator or an admin account? If so the program icons might be in the start menu for that account rather than in the All users menu. Try logging on as admin again and copying the icons to the start menu of the limited account (from Start, Settings, Task bar and Start menu..)- do they show up at all when you log back on?

Forget about desktop shortcut. I personally prefer to use the Windows key shortcut: ΓΏ+L to lock my desktop.

The account is a user account. It was locked down by the previous system admin. No desk top icons, no programs in program file. The only thing you can click on are in the quick launch task bar. I have installed the programs on my administrator account but I cant get them to show in the user account and if they do show I cant use the program.
