SHLWAPI.dll error - is there a fix

Does anyone know how to fix this error?
When I boot up the computer, I get to the blue welcome screen, and it stays there longer than normal. It goes to my desktop, but before the icons come up, I get the following message in a dialog box with "Explorer.exe" as a title:
"Procedure entry point SHCreateThreadRef could not be located in the dll SHLWAPI.dll"

I tried to boot into safe mode, and I still got the error message.
I tried to start from "Last Known Good Configuration" but that didn't work either.
I tried to take all unneeded files out of the startup menu on the "msconfig" screen. This didn't help.
Has anyone seen this before? I suppose I could run the restore disks, but I don't want to do that if I don't have to.

It looks like you have an old version of SHLWAPI.dll.

The following site has dDLL version help.
