Shared Excel files in Win XP Home E

I want to permit a limited user, on Win XP-HE, to access an Office 97 Excel file when logged on as limited user. So far, all attempts to make the file sharable to limited user have not worked. As Administrator, I've put the file in the Shared Documents folder and attempts to undo "Read Only" attribute have not stuck. I can unset the "Read Only" but the default setting reappears the next time I examine the folder via "Properties". No success with attempts to unset the attribute in "All Users" folders either.
How can I as administrator get the file to be accessible to the limited user? I will be most appreciative for any guidance.

I think in XP Home (someone please correct me if I'm wrong) you have to be in safe mode in order to set permissions such as that vs. XP Pro you don't. HTH

After a bit of trial with a lot of bits of errors, I was able to accomplish the activation of MS Excel 97 for another user while achieving security for some other files. Going via Safe Mode was the key. Thanks again.
