If it is integrated it should automatically be shared with the intel video card depending on the OS and if the manufactor wanted the ram to be shared with the video card, if it is dedicated nope.

If you want more RAM allocated to the onboard video, check the BIOS to see if the amount can be changed. If you're hoping that adding more memory will improve the graphics for gaming, think again.
