setup.exe is not responding

OS: win xp home
CPU/Ram: 1400/500

when I try to run the 32-bit installshield launcher setup.exe from CD to re-install a certain program (masslynx) it is not responding. However, when I hit ctrl-alt-del I see it in the process column. Can sombody help me please?
