Setup cant run in DOS

Im installing XP on this computer. It originally had WindowsNT and like 2 partitions on the hard drive. After using a windows 98se boot disk, i got into fdisk and removed all the partitions and then just created one new DOS partition.
Then i insert the XP cd and i type setup from the E drive in dos mode and it says Setup cant run from DOS

You manually have to change the directory of your CD drive to \i386. To setup your Windows XP, type in winnt.exe. This will start the setup program in DOS mode.

The normal answer is to set the first boot device to the CD.

Boot from the XP CD and install from there as it will give the option of partioning / format.
