SET unexpected at this time

OS: Windows XP Pro
CPU/Ram: Pentium3 1.13Mghz 512 ram

I am trying to run a batch file with SET commands in it an get an error returned "SET unexpected at this time". This program has been functioning properly using Windows 95. Any ideas on how to get XP to accept SET statements

click Start, Run, type: cmd

start with: set /?
to make sure the parameters are the same.

and run your batch file from the command console prompt.
