Services start but application cannot launch

My application that I tried to lauch gave me "Services Not Started" but when I checked the services at Administrative Tools it shows started. What should I do?

Maybe the "Services Not Started" refers to the Services.exe in Task Manager processes. I am not sure.

Services.exe is the Services Control Manager which is responsible for starting, stopping, and interacting with system services.

That is the only line of thought I have in this subject.
