it does nothing else and if I hit any key it just restarts again and goes to that. My computer was working fine until this damn service pack.

If you can get into Safe Mode, try uninstalling the Service Pack through Add/Remove programs.

As the article said, if that doesn't work try a system repair. Boot from the xp cd and go to the install menu and select "repair the existing installation". You will only lose the xp updates and have to reinstall them. Be sure you firewall and A/V are active before going on the net.

as per mentioned look at the end note. Curiously, did you make sure there is a space between the cd and $ntservicepackuninstall$ ?
I am currently trying this method on a test machine and it is uninstalling just fine.

As above but if you wish to try safe mode again I think you just have to wait a second or two more. You are pressing the F8 too soon. It is giving you boot options. Not sure if F5 does it still at boot. Used to.

yes i did leave a space between the cd and $ntservicepackuninstall$, so im not sure why it doesnt work. and i cant wait any longer to press f8 because if i press it later the stupid screen pops up and if i press any button it restarts. if i reinstall windows it said that my documents might be deleted, will it cause if so i want to find another solution due to the fact that i have many important files stored there

I got something similar to Paul when I installed WIn Service Pack 2. When I rebooted my AMD 64 it would get to the windows loading screen then reboot again into the safe mode options. Supposedly it's been happening to a lot of people. I'm sticking with service pack 1 for now. I don't have time to waste, reformating my windows every attempt.
