Security account manager initialization faile

Specs: Windows XP, 2.9GHZ/1GB
Re: Security account manager initialization failed
Additional information: The media is write protected.
Error status 0xc0000189
As per your advice I have installed a fresh OS and implemented the commands.

C:\> copy c:\Windows\system32\config\sam c:\windows\tmp\sam.bak ENTER
Response is "The system cannot find the path specified".
0 files copied
Is there any other method for the above stated problem.
As so many valuable files are stored in the drive "C" along with the OS, all files will lost if I do fresh installation.

Debebe erdachew in the microsoft article there were three steps to try
restore the sam from backup
restore the sam from the repair folder
do a new install which blows away everything.

Now you tell us contradicting information
"As per your advice I have installed a fresh OS "
and
"all files will lost if I do fresh installation."

So which is it, a new install or not a new install? Did you try doing the first two steps?

BTW the article was wrong which is why your command did not work.

copy c:\Windows\system32\config\sam c:\windows\tmp\sam.bak
is invalid since it is temp not tmp

so instead issue the command
copy c:\Windows\system32\config\sam c:\windows\temp\sam.bak and hit enter
