If you refer to scrolling as in the TYPE command ... well, the originators didn't really think about the fact that humans cannot read as fast as computers can write ...

Is it that what you mean ?

I once had a (simple) C-program to write text output, line by line, but sort of like being written at the speed which we would read. It then takes around 3, or 5, or whatever seconds, before 1 line is written. Then, it proceeds to the next line. Sort of like an altered ECHO command

Sounds like low frame rates on your video.

Did this condition start recently, all at once or gradually?

Download and use Ccleaner Slim. Get it at the link below.

Sounds like disk I/O interruptions to me ... they are much more likely than memory hardware problems (main memory or video card memory) ...

Is the HD activity led very active at the moment of issue ?

Does your computer gets being slow on other occasions as well ?

At moment of issue, press CTRL+ALT+DEL
Select Process tab
Sort on the CPU tab (get other values than 00 at the top)
Tell us what process other than "System Idle Process" is at top, and with which value
