yes - providing it's a CRT and you haven't altered the refresh rate or anything. If you are lucky, and a bit nerdy, you can open it up and see if there is pot (potentiometer - something you can turn with a screwdriver) that will stop it until it degrades a bit more and wobbles again

Really NOT recommended opening up a monitor - you're talking very high voltages around the back of the tube - not to be messed around with. Also, on older displays there will be more than one pot. so without the service manual you'd be shooting in the darek.
You could make sure you haven't got any audio speakers close by - the magnets muck up the electron flow & can cause funny effects.

As said, NOT RECOMMENDED to open up or fiddle with your monitor unless you know what you are doing !!!! The Pots control many other things besides, ie your CRT high voltage, about 25000 volts. Save yourself a fire, or maybe a coffin, try another monitor on your system (borrow a friends) just to eliminate possible video card problems. Or maybe try YOUR monitor on a friends PC for elimination purposes again.
