Screen shows "Dell" in blue on black background but nothing else works. Did not scan problem is on my older pc.

Thanks for such a quick reply. The pc had not been plugged in for some months. I plugged it in and mashed the "on" button, shortly the screen lighted up with the blue "Dell" display a black back ground. Powered down for about 5 minutes and repeated procedure with same results. let it stay on for 15 minutes hoping it would start, but no luck. Hope this helps. { have used F8 on my other pc for safe starts, but this one never tries to boot}
