I imagine you can't get Windows to start so the advice from Johnw is of no use to you.

The error "Out of range" is caused by the screen resolution in your Windows display settings being set too high for the office monitor which cannot work with that setting.

You need to press F8 as soon as you turn on the PC.
This will bring up the "Advanced Startup Options" screen.
Choose "VGA Mode" & press Enter.
Windows should now start but everything will probably look too large.

Now go into Control Panel > Display Properties and set the resolution to something like 800 x 600, click 'OK' and restart Windows.

I cannot tell you what the proper resolution should be for that office monitor because that depends what size it's screen is, but 800 x 600 should at least get rid of the "out of range" error.
