screen saver cannot start

Specs: Windows XP
cannot start customise screen saver with local user right (not admin right) in workgroup or in domain environment?

No error message. The screen flips and screen saver cannot kick in. I also try double click on the scr file and it does not work as well. Once I attach the user as an local admin, the screen saver works fine.

Do other screen savers? Did you place the scr file in the same folder as the other screen savers? What are the file permissions?

The scree saver is in the same folder as other default windows screen saver. I have even modified the file permission to full control for the user group. BTW, the MS windows screen savers works under the same user id.
