Screen is appearing with dull font

Specs: Windows XP
I formated my DELL inspiron 6400 laptop and loaded all the drives.But, I had a problem with VGA drive and screen is appearing with dull font...So, I installed ATI software and all drivers.Still screen is appearing with dull font and getting this below message when I restart.

cli.exe - Alert name

Message - "The application failed to initialize properly(0xc0000135).Click OK to terminate the application".

When I click OK getting the font normal size..but, it would appearing in dull mode.Any other drives I need to install? Please let me know.

Please let me know what are the next steps.Did I miss any driver?

Check the device manager and look for question marks. If any, try and figure out what drivers you need to install. If none, try to get hold of newer VGA drivers. Dell's site would be first choice but if that's what you did already then try and download newer drivers for your VGA chipset.

As you can see the cli.exe file that crashes is part of the ATI driver, so that's probably why you're getting this issue with the display:
