Some driver must have been recently installed which is causing it. If that rings any bells, uninstall that driver in safe mode. Bear in mind that it may not be a device driver. Drivers are also installed by third-party Firewalls, Antivirus apps, and CD-burning software.
Finally, only Dell have the correct drivers for your Inspiron so do not install drivers from Intel or any other component manufacturer. Laptops require proprietary drivers which only the laptop maker can supply.
