scheduled tasks problem

I am having a problem with my scheduled tasks. Tasks either do not run or they generate error "0x8004130f" in the log. They do not run automatically or manually. Both the task scheduler and the protected storage tasks are set to automatic and are running.
I have tried deleting the files in all users\application data\microsoft\crypto\rsa\s-1-5-18\ folder to no avail.
I also found one Microsoft KB article that says this issue was fixed in service pack 2, but I have Windows XP Professional SP2, so that must not be the issue.
I hope there is some kind of easy fix or patch. I'm willing to try anything.
