Scandisk runs everytime I restart

Everytime I turn on my computer it runs scandisk, even though I am properly shutting down my computer everytime.
The wierd thing is that if I skip the scandisk, sometimes my computer resets. This happens over and over until I let scandisk run.
The even wierder thing is that the scandisk runs very slowly. Sometimes it takes half an hour, but twice it took about two and a half hours to finish.
Any ideas on what I can do about this? I'd like to disable scandisk, although I don't know if that is a good idea. I am running Windows XP, by the way.

if you open control panel, power options, hibernate tab, put a checkmark next to enable hibernation,click apply then ok. then at shut down screen ,press shift and standby becomes hibernate. this will allow you to shutdown and on restart checkdisk won't run.

Summary: Vice city runs fine the first time I install it but once I shut down the computer it wont run, just the hour glass loads then quits?? So when I click on the shortcut and put the cd in nothing happens....
