I would like to save my user profile(settings, folders, etc.) to a cd rom so that i can reinstall it on anotehr PC. Is that possible?

Sort of. The thing you want to be aware of is that some of your preferences come from other areas. The second thing to be aware of is that each user account on every machine is built with a SID so you want to make sure you don't overwrite any pertinent info. Bottom line is, try it and see. If it doesn't work, delete the profile and have the other system create a new one, then just drag over only the data you need.
To copy your profile just back up C:\Documents and Settings\YourUserName (make sure you aren't logged in with the account)
This can then be copied over the top of a profile on another system (but not while being logged in as that user)...
