Safe mode reboot loop

OS: Windows XP
CPU/Ram: PC2700 712 MB

I was not able to defrag in XP so I attempted to boot into safe mode to perform defrag. Went through the msconfig setup to boot into safe mode. Upon startup of safe mode the login screen with admin and user icons pops up and then the system reboots itself, goes to admin screen and reboots, loop. Is there anyway to get out of the loop or force the sys to load back to norm windows?

when first you start your computer to switch on press F8 quickly the whole menu of win xp will appears then you can debug your windows if you need .
