Safe Mode Question/ login problem

Hello, my brother-in-law needs to get his laptop to start in safemode. Is there a way he can do this from within the bios setup? He's haveing a problem where XP can't get past (or even load for that matter) the screen where he choosen whether he is going to log in, or my sister. It says some error about "winlogon.exe" not being able to run correctly. Anybody know how to get safemode up and running, or know how to fix this login problem?

Okay, now he figured out how to get into safemode, but now he can't even get point where the login screen SHOULD appear!... So frustrating... anythoughts?
