RUP shortcuts are disappearing after restart

Recently used program shortcuts are disappearing after restart
I am using Windows XP. Whenever I start up I will have 4 shortcuts in the start menu under the recently used programs list:
- Media Center
- Windows Media Player
- Tour Windows XP
- Files and Settings Transfer Wizard

Whenever I open a new program, it appears under the list as it should. Unfortunately, whenever I restart Windows I'm back to the same 4 original programs. Also, any of the pins I make to the permanent start menu shortcuts disappear as well after a restart.

Anyone have ideas on why this is happening and how to fix it?

Mine disappear over time too, even if I make the list longer.

Description of the Start Menu in Windows XP

When right clicking a program there, only click "Remove from List", never click Delete. Delete will cause program to never come back on the list.

How about making Shortcut keys for Programs ??
CREATING A SHORTCUT KEY:

The following is an example for opening Acrobat Reader:

Right click the Reader Shortcut Icon,
then Properties,
then on the Shortcut tab next to the words Shortcut Key, click the word NONE once,
then hit the letter A on your keyboard.

Now you see Ctrl+Alt+A show up.
Now click OK.
Now you can use those 3 keys to open Acrobat Reader.

Use a different letter for other programs.
