Runtime Error 203

CPU/Ram: P4 2.2 ghz 1 gig RAM

I have started getting "Runtime Error 203" sporadically in Internet explorer after surfing the web for awhile. The browser then closes and I have to restart. I am also getting this error in my FTP client (CuteFTP), and from Kazaa. I couldn't find anything at Microsoft.Com, but a google search revealed this could mean a heap overflow. What exactly is that and what can I do to prevent it? I saw someone else here had hte same trouble. Is it a Kazaa bug or an IE bug?

A follow up:

My ISP says it is a Microsoft problem and, you guessed it, Microsoft says its an ISP problem. So, does anyone have any ideas?
