run32.dll using all my cpu usage

Im on WinXP and sometimes I find my comp running sluggish, I bring up Windows Task manager and I find that run32dll.exe. It usually doesn't trigger when im browsing the web or doing anything besides playing video games. About 40-50% of the time when I alt tab out of counter strike source, I tab back in to find my frames down to 1/3. I open task manager to find run32dll.exe to be using 70% or more of my CPU usage. Sometimes but rarely during warcraft3, but I hate when it generated.
