I remember seeing somewhere a program that would allow you to install programs on a external hard drive then take the hard drive to another computer and run the program from that hard drive without installing it on the new computer. Does anyone know something about this?

I don't know what that 'portable apps' thing is. But most programs make changes to the windows registry and that creates a problem when you try to run that program on a different computer that doesn't have those modifications to the registry.
