run a program in many accounts?

Hi

there are some applications such as Window Washer 5 program, when you install it, it can only run from the admin account that you installed. For other accounts, it has no shortcut to run. Even I created a shortcut to other accounts, but it doesn't work. So how can we intall a program ONCE in the admin account, and it must be available in other acounts as well?

Note: my computer runs Windows XP Pro
