RPC server unavailable

I am simply trying to install a new printer and I keep getting this message. I have tried restarting this service using the instructions on the Microsoft web page. I don't really understand what this means. Can anyone help please?

CyberSlug, that is the Experts Exchange forum, which I doubt simpse01 has an account for. Make sure your print spooler service is started and make sure it's start up type is set to automatic. Fed up with Windows? Try Ubuntu Linux
