I had a similar problem with Win XP not finding my router (or anything else on the network for that matter). The problem was my NIC. XP said that it was working fine but it wasn't. The driver I was using was not a "signed" driver. It was an old 3Com card and XP drivers are not available. I used a Win 2000 driver that said it was working, but it really wasn't.
The NIC itself worked fine under Win 98 SE.
After installing a different NIC, everything works fine.
