I just did a windows update, and it completely messed up IE. The menus and buttons are all wrong, and the icon for IE is screwed up (it's a "unrecognized application" icon rather than the big blue 'e'). How do I revert windows update\?

Yes, that seems to be what happened.

That's why the menus & buttons have changed...IE7 has a totally different layout. Get used to it.

But can I revert it (it's not for me, it's for someone else who doesn't like the changes)?

you can "roll back" IE7 to IE6 in add/remove programs.
