You can use group policies to restrict specific .EXEs from running.
What you're asking isn't a normal thing, so it's not a nice cut and dried answer. Maybe start a new post and give us a little more info as to what you're trying to accomplish (turning off IE on certain computers for good is one thing, turning them off, and then back on for different users is totally different)...
